Huntington Beach looks like one beach town, but it builds like several. Most of the city is 1960s and 1970s tract housing that grew up almost all at once. Huntington Harbour is a waterfront community of homes on channels and docks. Downtown and the coastal neighborhoods have narrow lots and older houses close to the sand. Each part of the city brings its own mix of soils, salt air, flood maps and coastal rules, and those conditions shape almost every project here.
Mr Build is a design-build general contractor serving Huntington Beach and the rest of Orange County. Our team takes projects from the first site visit through drawings, engineering, city approvals, construction and final inspection.
Four conditions set Huntington Beach apart from inland cities. Salt air corrodes fasteners, hardware, window frames and fixtures within a few miles of the ocean, so materials matter more. Much of the low ground in the city is in state-mapped liquefaction zones with a high water table, and that changes how foundations for additions and new homes are designed. Many Harbour and lowland properties are in FEMA flood zones, where larger projects are checked against the substantial improvement rule. And parts of the city are in the coastal zone, where exterior changes, additions and new construction may need a Coastal Development Permit.
The city's oil-field history adds one more layer for new construction: some areas have methane requirements, and abandoned wells near a building site must be evaluated with the state regulator. None of this stops good projects, but all of it is easier to handle when it is planned from the start.
If you are buying a house with plans to remodel or rebuild, check three things before you close: whether the parcel is in the coastal zone, whether it sits in a mapped flood zone, and whether state records show any oil wells on or near the lot. Each answer can change the size, cost and timeline of what you can build, and all three can be researched quickly during escrow.
Most single-family homes in the city were built during the 1960s and 1970s boom. Expect slab foundations, attached two-car garages, soffited kitchens, popcorn ceilings, single-pane aluminum windows and, in some houses, aluminum branch wiring.
Built around channels and private docks, the Harbour has homes oriented to the water, seawalls, HOA design rules and constant salt exposure. Flood zone requirements apply to many lots.
Narrow, deep lots near downtown hold older cottages and newer tall, slim homes. Space efficiency, access for construction and coastal review are the recurring issues.
The City of Huntington Beach handles planning review and building permits for work within the city. Interior remodels with new plumbing, wiring or structure need a permit and inspections. Additions and new homes go through zoning review, and coastal-zone parcels may need a Coastal Development Permit, which the city processes for most areas. Flood zone compliance, geotechnical reports, methane review and HOA approval apply depending on the lot and scope. Current requirements are on the City of Huntington Beach website.

FAQ
The City of Huntington Beach issues its own permits through its planning and building and safety staff. Coastal-zone properties may also need a Coastal Development Permit, which the city processes for most areas, and homes in flood zones or HOA communities can face added reviews. We confirm which apply to your lot before design.
Four things come up again and again: salt air that corrodes metal near the ocean, liquefaction-prone soils and high groundwater in many areas, FEMA flood zones around the Harbour and lowlands, and coastal zone review near the water. Each affects materials, foundations or approvals, so we plan for them from the first visit.
Kitchen and bathroom remodels in 1960s and 1970s tract houses, garage conversions into ADUs, second-story additions, whole-home remodels with new windows and systems, and on some lots, teardowns replaced with new homes. Harbour owners often focus on opening the house to the water and repairing salt damage.
For new homes, rebuilds and many additions, usually yes, because large parts of the city are mapped as potential liquefaction zones. The report sets the foundation design. Interior remodels without foundation work generally do not need one. We tell you early whether your scope will require it.
From the blog

Sheet membranes, liquid membranes and the older liner-and-mortar pan can all keep a shower dry for decades. The details at the drain, corners and curb decide which one actually does.

West Hollywood does not require off-street parking for an ADU, even when you convert the garage. The real decisions are about your own cars, your future tenant and the street outside.

Good contractor communication is a system, not a personality match: one contact on each side, a set meeting, written summaries and signed change orders. Here is how to set it up.
